Everyone gets Snowfall for the trams, which are not in the dedicated mass transit expansion that came out later, for some reason. I guess the developers want this particular expansion to stay relevant. Apart from that, all the other new features are weather-related, some of which are cosmetic and some of which involve building winter cities. There's 3 pre-made winter maps, and a theme for making your own - and they pretty much always stay cold and snowy, like you're building a city in the North Slope of Alaska. At least the temperature aspect affects every city, not just snowy ones.The weather stuff is not bad - especially considering the only places you could get (cosmetic) snow before were the in-game season in SimCity SNES, a terrain option in SimCity 3000 Unlimited, and with a cheat in SimCity 4 - but it really pales in the shadow of trams. Trams are really, really good, but it's the only thing really worth grabbing here, so you absolutely need to pick it up on discount if you do at all. If Steam let me give a middle recommendation between 'yes' and 'no', I'd use it here..
