You can convert any ISO to a Xbe by using the free XISO program.
Go to FreeISO.net to download the.exe version of XISO

If you are using Windows 7, download the.exe version of XISO.
If you are using Windows Vista, download the.dmg version of XISO.
Open XISO.exe, then select the options as follows:
Select RAR Files.
Choose the.rar file that contains the iso to convert.
Click Start.
Click OK.
That is it. Your converted.xbe file will appear on your desktop as a.xbe file. If the program fails to convert a.iso file it will show the error message. If you are sure the.xbe file that you have created is correct, then you can move it to the Xbox 360 system.
You can use this free software to burn.xbe files to disc.
Click on the Burn option of XISO and then select the.xbe file.

This question received very little activity for a very long time, and I believe the reason for this was because the majority of people wanted to know how to convert XISO and not ISO, and so much effort was put into this question that it ended up taking up a large amount of screen space and several years of time.
